NOTICE OF BUDGET COMMITTEE MEETING
A public meeting of the Budget Committee of the West Multnomah Soil & Water Conservation District, Multnomah County, State of Oregon, to discuss the budget for the fiscal year July 1, 2023, to June 30, 2024, will take place on 4/18/23, at 6:00PM at the Multnomah Arts Center, 7688 SW Capitol Hwy, Portland, OR 97219 in room 33. The purpose of the meeting is to receive the budget message and to receive comments from the public on the budget. This is a public meeting where deliberation by the Budget Committee will take place. Any person may attend the meeting and discuss the proposed programs with the Budget Committee. A copy of the budget document may be inspected or obtained on or after 4/17/23 on this page, below. Winner of the Distinguished Budget Presentation Award
We are pleased to announce that the Government Finance Officers Association (GFOA) has again awarded our District the Distinguished Budget Presentation Award, this time for our fiscal year 2022-2023 budget. This is the fourth consecutive year that we have been awarded this honor. The award represents a significant achievement by the District. It reflects the commitment of our Board of Directors and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, we are required to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as: a policy document; a financial plan; an operations guide; and a communications device.
Budget documents must be rated “proficient” in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award. There are over 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA’s website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
Budget Committee
The Budget Committee is composed of the District’s seven-member elected Board of Directors and an equal number of citizen members, who are local registered voters residing within the District’s service territory. Citizen members are appointed by the District’s Board of Directors to serve three-year terms. Terms are staggered to help provide continuity from year to year and to allow new ideas and perspectives to be part of the committee’s deliberations.
Our current citizen members are Rachel Dvorsky, Laura Foster, Genevieve Fu, April Gutierrez, Jan Hamer, Xuan Sibell, and Edward Woods.
